English Local Authorities Plan to Dispose of Community Hubs and Leisure Facilities to Manage Finances

According to a recent survey of local authorities, UK councils are planning to sell community centers, sports centres, and retail spaces as they rely on a rapid disposal of properties to balance the books.

Increasing Financial Pressures Drive Asset Sales

The Key Cities Group representing major urban areas in the UK stated that 60% of councils are planning to dispose of properties to meet the rising costs of adult and children’s social care.

Local governments have in the past come under fire for selling public land and open spaces to support their budgets, but they contend they must continue to raise vital cash from asset sales or declare themselves bankrupt.

This coalition said that a high proportion of councils seeking to raise money from a quick sale of holdings marked “a clear change from 2024, when the largest share (six in ten) of local leaders stated they would prioritise restructuring services and utilising financial reserves to manage growing financial challenges.”

Detailed Cases of Planned Sales

Medway Council in Kent announced its property management strategy featured the sale of a retail complex in Rainham and a social club in Rochester to generate £20m over five years.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be disposed of under the plan.

Local Levy Rises and Wider Fiscal Pressures

This research of councils in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will have to raise council taxes next April to cover the rising cost of core provisions, higher levels of housing insecurity, and a persistent housing shortage.

The authority explained it will proceed with asset sales after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting creative strategies but some of these require time to achieve both better provisions and financial savings,” stated Vince Maple.

He continued: “We face population challenges which will persist to increase the strains we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

National Patterns and Projections

A survey of regional authorities this week also found council budgets being strained by the increasing figures of children and older individuals needing Send support.

The County Councils Network said that local shortfalls will reach 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Ministers have delayed scheduled changes to the special educational needs framework until next year after a white paper setting out those changes has been postponed.

Disadvantage and Financial Gaps

Based on the latest deprivation measures (the Index of Multiple Deprivation) covering English councils, many participating urban areas were included in the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 across the country under the 2025 deprivation indices,” noted the study.

“While only a single urban area is among the top 10 for disadvantaged communities countrywide, urban areas are far more likely to be in the most deprived fifth of the nation. The figures underscores the extent of challenges facing municipal officials across key cities in the next twelve months,” the analysis concluded.

“Council officials have been clear about the need for a fair and sustainable financial structure that reflects and addresses the real levels of disadvantage and demand,” stated Michael Mordey.

“Without this, local authorities will persist to face impossible choices around which essential services to fund, and which to reduce, to the detriment of their communities.”

One in five of local authorities have reduced or weakened care services in the last year, the study found.
